Migration of the IRB 1099 integration application

Description

Migrate the the IRB 1099 collection of data to a web api application to be brought back to the WD Integration server.  

  • Will need to change to a script that makes a call to the IRB server performing the following functions.  collect, delete close the connect
  • Will change the integration from daily to weekly
