Debt Accounting is responsible for the accounting of the University’s external and internal debt in compliance with state and University guidelines and provides support to Treasury Management to create and monitor debt capacity models and financial schedules to measure the maximum amount of debt that the University may issue and help maximize the use of debt funds. In addition, this function maintains debt executive summaries to analyze the financial strength of the University in comparison to other public universities.

Financial Reporting provides information and resources for the internal and external financial reporting needs of the University. In this capacity, Financial Reporting provides guidance on complex accounting issues and questions, including the research, interpretation, and implementation of new accounting standards and is responsible for managing the year-end close, APA audit, and preparation of the annual Financial Report as well as quarterly financial statements for the Board of Visitors and other institutional financial surveys.

Our mission is to ensure the ongoing fiscal integrity of the University through the effective management of all of its Fixed Assets (Land, Buildings, Infrastructure, Equipment, Vehicles, Software, Library Books, etc.) policies. This includes the review and analysis of capital building projects, the capitalizing of all University Fixed Assets, the maintaining of an accurate Fixed Assets System, and the conducting of annual inventory audits. The Fixed Assets Accounting Group is responsible for providing financial reporting to the University, the Commonwealth, and other regional and national agencies, including federal sponsors such as NASA and the Department of Defense. We are also responsible for administering the Equipment Trust Fund (ETF) program.
The Higher Education Equipment Trust Fund (ETF) was established by the General Assembly to meet a need for new or updated equipment for various educational and general programs in Virginia institutions of higher education. The State Council of Higher Education (SCHEV) and the Virginia College Building Authority (VCBA) administer the ETF Program. SCHEV and VCBA sell bonds to raise the funding for this program. As a recipient of this funding, the University is obligated to meet certain legal requirements associated with this fund, as established by SCHEV and VCBA. The Office of Financial Planning & Analysis (FP&A) and UVA Fixed Assets Accounting coordinate all ETF-related activity for the University of Virginia.

SIGNATURE AUTHORITY

Signature authority is a formal delegation that allows an individual to sign or otherwise enter into an agreement that legally binds the university to terms and conditions. This includes written contracts that bind or obligate the university to a financial or a non-financial commitment. Agreements signed by unauthorized employees or agents are not valid and do not bind the university.

This Quick Reference Guide (QRG) is designed to walk a Procurement Shopper, or whoever is listed as the Requester if an Employee as Self assigned a cart to a Requisitioner, through the steps to review and approve a supplier invoice in Workday. Supplier Invoice Approval is required for all invoices of $10,000 or higher. The Supplier Invoice Approval notification will be sent to whoever is listed as the Requester on the purchase order.

This Quick Reference Guide (QRG) is designed to walk a Procurement Shopper through the process of creating a requisition worktags template in Workday, which can be used to automatically populate the worktags when creating a requisition instead of selecting worktags manually. This is useful for frequently ordered items, as you can save the worktags string in a template and use it every time you create requisition for those items.

By the end of this QRG, you will be able to successfully create a purchase requisition in Workday to procure goods and supplies as per UVA’s need. You will able be able to place orders for these goods on the UVA Marketplace integrated in Workday. You will also be able to successfully create an intercompany purchase requisition, which is a requisition for a UVA company other than your own home company.
